Order never received

I do not understand how an item that has a high price has not been delivered to a person who signs, in my personal case a signature was required to deliver my pendant and it was the opposite, they delivered it somewhere else and to top it all off the photo that They sent as proof of delivery it was blurry now I'm fighting to get a refund and the days go by and they're still being investigated, what a horror
